So:
Is creating a static IP address via 'PortForward network utilities' going to cause any problems with network security?
Will doing so only affect my personal device?

I may need more help but this is my burning question at the moment.
Willing to try anything to get going again.

I'm using uTorrent 3.6 currently.

Thanks for reading, and any advice.
Yeah I can relate to music being my social life.

Static IPs are not typically something you can choose for IPv4. As they are in short supply, you have to pay extra for one. Through most ISPs, you need to be a registered business and then pay $500/mo or more. However, there are some VPNs that claim to give you a static IPv4 for much less (I have not tried them yet).

IPv6 is different story. It may well be an option on your router. I don't know if it'll help with your firewalled status.

The quickest way to solve being firewalled and also unable to seed is to get a VPN provider that is known to work with TTD. They provide software that creates a virtual network card on your PC, and automatically routes your internet data through it.

The ISPs in my area block bittorrent, so it is necessary for me to have a VPN. A lot of VPNs do not allow bittorrent, nor offer port forwarding, nor unfirewall you. Some don't even use their own DNS (at least one uses Google DNS!). Many have leak issues or a non-working killswitch.
