Since you are sharing the internet connection with your roommate, look on his PC and see what kind of data transfer rates he is getting. To do this go to http://www.dslreports.com/speedtest making sure that you stop all internet activity on roommate's PC first, then run a speed test to get an idea of how much bandwidth you two really have. Next, you could run the speed test on your PC (again after closing ALL programs especially bittorrent that are accessing the 'net) to see if the problem really lies with just uTorrent or if it's system-wide.

You got port forwarding set up so your router looks to be configured right. I am wireless using a US Robotics 54 mbps router as well, and I can get as high as 400 KB/sec download on my Qwest DSL service, which is close to the maximum rated speed from my DSL provider but that only happens if it's a VERY well seeded torrent. By that I mean there are lots (20+) of non-firewalled seeders.
