you can use a program called WinAvi Video Converter (just google it) and with that you can convert WMV to DVD very easily. In the advanced settings, you can mess with the chapter settings. It won't allow you to put chapters in specific points (which may be a downside if you're trying to do 1 chapter per song or something like that) but you can set chapters at certain time intervals, like every 300 seconds or something like that.
