upload SUCKS

can anyone help me out here
on a mac running 10.5 and transmission
NOT firewalled
prefs set at 250/300 (changed them some and it didn't matter)

i am getting uploads of like 20 and i am the only seed

i am on a different comp right now - but the same network and i just got 20560 down and 4350 up

i now have 3 or 4 peers connected and i am getting between 60 and 80 kb upload
seems i am averaging 20 or so per peer
but shouldn't i still hit the max my prefs are set for rather i have 1 or 10 peers?
