Decode files with Flac Frontend or Traders Little Helper.

Burn without TAO gaps in a program like NERO.

Done.

It isn't the converting that is causing your problem, but the burning. Make sure to set your burning program to "DAO"

also, even in DAO, you need to find the option to remove 2 second gaps.. Nero Express has a check box on the screen where you drag the files in, regular Nero Burning Rom, you'll have to select all tracks, then set the gap to 0 seconds before burning.

If you use Burrrn to transfer the flacs to CD, it seems to do gapless as standard..........

I also use burrrn (http://www.softpedia.com/get/CD-DVD-Tools/Audio-CD-DVD-Burning/Burrrn.shtml) it is very simple just drag and drop the files in and click burn it does all the work for you and youl have a gap less free disc.
