I am not completely sure, yaztremski (love username, btw), but found this:

WE ARE TAKING THIS DOWNTIME TO DO SOME MAINTENANCE WORK ON THE SERVER, INCLUDING INSTALLING A FURTHER 2GB MEMORY TO THE SYSTEM! HC WILL BE BACK ONLINE ASAP! HANG TIGHT FOLKS, ALL IS GOOD!

I think this is the reason for HungerCity. I guess we'll have to wait for HC. I don't know about Tapecity.
