DhCP Enabling

I went through my router to enable my dhcp. My notebook computer is saying dhcp is not enabled but my desktop is saying it is enabled.
What should i do with the notebook computer? It is still saying I'm firewalled. My static IP's are configured correctly. Also-what ports numbers should I forward for bittorrent?

My dhcp is disabled and both of my ip addresses are static. Windows firewall is configured and I am still firewalled??? Not sure what happened after it was working for days??? :mad:
