My Popcorn Hour A-300 has finally given up the ghost and I was looking for advice on the best way to stream video from my PC to my TV (through a surround sound amp)

HDMI cables have become considerably cheaper - does your amp have an HDMI thru?

my amp and my pc are in separate rooms. I was looking for for a piece of hardware to connect to my pc either wired or wirelessly and then connect to my amp thru hdmi

Do you have any streaming devices?
I have a Roku Ultra (2022) box plugged into my receiver via HDMI that then outputs to my TV. There is a "Roku Media Player" channel that connects to my Window built in DLNA server: https://answers.microsoft.com/en-us/windows/forum/all/how-do-i-enable-dlna-on-windows-11/70648e9b-e692-4053-afb9-25baea165abe
I also have a TiVo Stream 4K plugged into the same receiver via HDMI that I can than "(Chrome)Cast" to, but that seems a bit less efficient, processing-wise.

I just know about the two devices I have.
I went for a new Roku box from Amazon because it has but wireless and wired network connectivity, and supports 4K, so I should be "futureproofed" for awhile.

Does the Roku allow streaming from your PC cos that's what I really want it for, not for Netflix etc.

Yes.
You just add the "Roku Media Player" channel and it will look for DLNA servers, like the one that comes with Windows via "Network and Sharing Center" in Control Panel, then media streaming options.
