I am downloading the moe. from portland video torrent, but i think it is in NTSC format and I do not have software to watch this or convert NTSC to, perhaps a windows media file?... This is my first time downloading a video file, so any help would be greatly appreciated...I still have 1 day and 6 hours to go at 43%!

You can view any format of video on your computer (NTSC, PAL, SECAM). All you need is DVD playing software.
Cyberlink PowerDVD is one option. You can download a trial version from:

x2 on the media player classic for a free program and cyberlink powerdvd for a nonfreebie
