SVCD to DVD

I have a Hard drive that has some Great video... Some in DVD some in SVCD... If I wanted to seed the SVCD stuff that was not already seeded here am i allowed to package them as DVD and show this in the linage in an effort to make them available or is this Verbotton!! :D

If Yes which Tool is the best for this I have Nero, DVD Zip, openDVD and others...

Nope, no SVCD or VCD sourced stuff allowed here. I'm sure they would like it over at Dime though.
