DVD Cover Creator for "CUSTOM" Sizes

I have Multi-Disc DVD ALPHApak 8 DVD cases from http://www.sleevetown.com/multi-dvd-case.shtml
What software should I use that will allow me to create a "custom" size DVD cover (with the specs from their website)? Any idea for the type of software?

Ya, you're going to need real editing software. Most of the "cover" creators have set sizes.

Just measure it. Make sure to leave enough room for the spine. That is going to be the tricky bit.
